Senior Partner Steven Fincher is one of the most well-known and respected local government attorneys in the State with over 35 years experience. Because he has seen so much, Fincher is usually able to help clients from the first phone call they make to him. Fincher is a registered mediator as well as an attorney who specializes in local government law, public finance, land use, planning & zoning, and eminent domain. Since 2010, he has been recognized as a Local Government SuperLawyer. He has been the appointed City Attorney (General Counsel) for sixteen cities and three other local governmental entities.
Partner Winston Denmark is the chief litigator of FDM, focusing on complex litigation before state and federal courts. Denmark’s track record as a local government litigator is second to none. Denmark has successfully litigated cases in State, Superior, and Appellate State Supreme Court involving a variety of issues, including constitutional tort claims and federal employment claims. He has extensive experience in civil rights litigation. Denmark is a graduate of the University of South Carolina and received his law degree from Indiana University School of Law.
Attorney Emilia Walker advocates for Fincher Denmark clients primarily with litigation and local government law. She assists Fincher Denmark government clients with long term goals as well as day-to-day operations.
Walker has negotiated millions of dollars in government contracts and has argued hundreds of times before numerous courts, including municipal, magistrate, state, superior and federal courts and the Georgia Supreme Court. She has written hundreds of pages of municipal legislation and specializes in economic development, alcohol regulations, zoning, nuisance abatement, code enforcement and Open Meeting/Open Records Act regulations.
Walker graduated from the University of Georgia with a Bachelor’s Degree in Political Science. She received her law degree from Florida Coastal School of Law with a concentration in Advanced Legal Writing. During law school she was declared the winner and “Best Advocate” of the highest appellate advocacy lawyering competition in Florida by an en banc panel of the Florida Supreme Court. She chaired the highest appellate advocacy lawyering competition in Georgia, run by the State Bar of Georgia YLD, from 2011-2014. She was awarded by the State Bar of Georgia in 2013 for her commitment to public service.
Walker is married with two children and has served as a leader for one of the largest Girl Scout troops in South Fulton, Georgia, for the past decade.
Attorney Destiny Washington brings a comprehensive background in state and federal litigation, labor relations, employment law, and human resources to serve FDM clients. Prior to joining the firm, Washington most recently worked for the Office of Employee Relations with Atlanta Public Schools. She has also served as an Assistant City Attorney for the City of Atlanta and an Assistant Attorney General for the State of Georgia where she litigated on behalf of the city and state law enforcement agencies.
Washington is a graduate of Louisiana State University (Magna Cum Laude) and received her law degree from the Tulane University School of Law.
Washington is a veteran of the U.S. Army and Louisiana Army National Guard.
Attorney Eugene Smith has over 20 years of legal experience. His prior experiences working in the Georgia Superior Court, the Federal Appellate Court systems, and serving as an Associate Judge in the Georgia Juvenile Court system have given him a unique insight into the most effective ways to present FDM clients, positions and arguments to a court. Smith further honed these skills working with international corporations in complex civil suits and government investigations.
Smith is a graduate of Wake Forest University and received his law degree from the University of Georgia School of Law (Cum Laude).
He is a hardworking and focused attorney with countless hours in litigation. Whether a case is trial or settlement, he is a zealous advocate. As an Assistant State Attorney in Florida, an Assistant District Attorney in the Augusta Judicial Circuit, and a civil litigation associate, he has worked on virtually all aspects of civil and criminal litigation, including: drafting charging documents and pleadings; preparing and answering extensive written discovery; taking and defending depositions; and arguing at motion hearings.
Those positions have afforded him great responsibility in negotiating and trying cases. He has tried over 20 jury trials, criminal and civil, the vast majority of them as lead chair. He has tried non-jury trials and numerous violations of probation/probation revocation hearings as well.
Legal Analyst and Forensic Accountant
Marshall is our financial expert. He spearheads our Revenue Enhancement Department and helps FDM clients understand the financial impact of litigation and intergovernmental agreements. Marshall is a Former Vice Chairman and Chairman for the Georgia State Board of Accountancy. He also served on a special panel of advisors during the Carter Administration that advised the White House on issues impacting reporting and disclosures by the public accounting office. He earned his BA from the University of Tennessee, Knoxville.
He is a member of the Georgia State Board of Accountancy and the American Institute of Certified Public Accountants. He passed the Uniform Certified Public Accountant Exam in Georgia in 1973.
Attorney Detriss Thomas is a seasoned attorney with a diverse professional network that benefits Fincher Denmark clients, starting with her contacts from her employment with the Georgia Lottery Corporation and continuing to her current tenure as a board member of the Georgia Association of Black Women Attorneys. Detriss handles litigation as well as contract review, and she is always available to take calls from clients.
Attorney Danielle Matricardi is a recent Mercer Law School graduate, who came to Fincher Denmark with a distinguished academic record, as well as a clerkship in the Middle District of Georgia’s United States Attorney’s Office. Danielle works under our more experienced local government lawyers’ supervision in handling a number of projects for our clients.
